JISTECH Review Guidlines

Purpose and Scope

This procedure establishes the principles of the review process for the evaluation of articles submitted to the Journal of Istanbul School of Technology (JISTECH) within the framework of scientific and ethical standards. Reviewers conduct a double-blind review in accordance with international review standards.

 

Reviewer Selection

- Reviewers are selected from among academics or field professionals who are experts in their relevant fields, preferably with at least three scientific publications within the last five years.

- Individuals with a conflict of interest are excluded from the review process.

- At least two independent reviewers are appointed for each article; in case of disagreement, a third reviewer is consulted.

 

Reviewer Invitation

- Invitation to Review

- Invitation to reviewers is sent by email by the editorial board.

- The invitation shall specify the article's title, abstract, and review period.

- Reviewers must accept or reject the invitation within seven days.

Reviewer Review Time and Format

- Reviewers are given 14-21 days for review after the full text of the article is submitted. This period is subject to change at the editor's discretion.

- The referee report is completed using the standard "Referee Evaluation Form" provided by the journal.

- Form headings are generally:

  1. Originality of the study
  2. Appropriateness of the method
  3. Adequacy and accuracy of the findings
  4. Up-to-dateness and appropriateness of the references
  5. Writing style and academic style
  6. General recommendation: Acceptance / Minor Correction / Major Correction / Rejection

 

Ethical Principles

- Referees may not share information learned during the review process with third parties.

- Evaluation is based solely on scientific quality; personal, political, or commercial biases are not included in the process.

- The editor is immediately notified if ethical violations such as plagiarism, data manipulation, or other fraudulent activity are discovered.

 

Revision Process

- The author(s) make the necessary corrections based on the referee reports and resubmit them with the Revision Response Form.

- The revision is re-evaluated by the same referees, if possible.

- The reviewer may request additional corrections if necessary.

Reviewer Acknowledgements and Certificate

- JISTECH publishes a list of acknowledgements to contributing reviewers at the end of each issue (in a manner that does not compromise the double-blind process).

- Reviewers who request it are provided with a signed and dated Reviewer Participation Certificate from the journal.

- Reviewers collect Jistech points based on their evaluations. Each review earns Jistech points based on their response time. These points entitle them to future free publications and participation in BeTa Science Association Advanced Thought Institute trainings.

 

Confidentiality

- The entire review process is conducted double-blind; reviewers do not know the authors, and the authors do not know the reviewers.

- Article files and review reports are archived after completion of the process and are not shared with third parties.

Reviewer Code of Conduct

- Impartiality, honesty, and confidentiality are the principles.

- Constructive, scientifically based, and constructive comments are made.

- Reviewers will not accept reviews for which they lack sufficient expertise or cannot complete them on time.

 

JISTECH Hakem Prosedürü

Amaç ve Kapsam

Bu prosedür, Journal of Istanbul School of Technology (JISTECH)’e gönderilen makalelerin bilimsel ve etik standartlar çerçevesinde değerlendirilmesi için hakem sürecinin esaslarını belirler. Hakemler, uluslararası hakemlik standartlarına uygun olarak çift kör (double-blind) değerlendirme yapar.

Hakem Seçimi

- Hakemler, ilgili alanlarda uzman, tercihen son 5 yıl içinde en az 3 bilimsel yayını bulunan akademisyen veya alan profesyonelleri arasından seçilir.
- Çıkar çatışması (conflict of interest) olan kişiler değerlendirme sürecine dahil edilmez.
- Her makale için en az iki bağımsız hakem atanır; görüş ayrılığı durumunda üçüncü bir hakem değerlendirmesi alınır.

Hakemlik Daveti

- Hakemlere davet, editör kurulu tarafından e-posta yoluyla yapılır.
- Davette makalenin başlığı, özet bilgisi ve değerlendirme süresi belirtilir.
- Hakemler, 7 gün içinde daveti kabul veya reddetmelidir.

Değerlendirme Süresi ve Formatı

- Hakemlere makale tam metni gönderildikten sonra değerlendirme için 14-21 gün süre tanınır. Bu süre, editörün yetkisinde değiştirilebilir.
- Hakem raporu, derginin sağladığı standart “Hakem Değerlendirme Formu” aracılığıyla doldurulur.
- Form başlıkları genel olarak:
  1. Çalışmanın özgünlüğü
  2. Yöntemin uygunluğu
  3. Bulguların yeterliliği ve doğruluğu
  4. Kaynakların güncelliği ve uygunluğu
  5. Yazım dili ve akademik üslup
  6. Genel öneri: Kabul / Küçük Düzeltme / Büyük Düzeltme / Reddetme

Etik İlkeler

- Hakemler, değerlendirme sırasında öğrendikleri bilgileri üçüncü kişilerle paylaşamaz.
- Değerlendirme, yalnızca bilimsel kaliteye dayalı yapılır; kişisel, politik veya ticari önyargılar sürece dahil edilmez.
- Çalıntı, intihal, veri manipülasyonu gibi etik ihlaller fark edildiğinde editör derhal bilgilendirilir.

Revizyon Süreci

- Yazar(lar), hakem raporlarına göre gerekli düzeltmeleri yapar ve Revizyon Yanıt Formu ile birlikte yeniden gönderir.
- Revizyon, mümkünse aynı hakemler tarafından yeniden değerlendirilir.
- Hakem, gerekirse ek düzeltme talebinde bulunabilir.

Hakem Teşekkür ve Sertifikası

- JISTECH, her sayının sonunda katkıda bulunan hakemlere teşekkür listesini yayımlar (çift kör sürece zarar vermeyecek şekilde).
- Talep eden hakemlere, derginin imzalı ve tarihli Hakemlik Katılım Sertifikası verilir.

- Hakemler değerlendirmeleri üzerinden Jistech puanı toplarlar, her bir hakemlik karşılığı geri dönüş sürelerine göre Jistech puanı kazandırır, bu puanlar ile ileriki aşamalarda ücretsi yayın yapma, BeTa İlim Derneği İleri Düşünce Enstitüsü eğitimlerine katılma hakları oluşur.

Gizlilik

- Tüm değerlendirme süreci çift kör yürütülür; hakemler yazarları, yazarlar hakemleri bilmez.
- Makale dosyaları ve değerlendirme raporları, sürecin tamamlanmasından sonra arşivlenir ve üçüncü kişilerle paylaşılmaz.

Hakem Davranış Kuralları

- Tarafsızlık, dürüstlük ve gizlilik esas alınır.
- Yapıcı, bilimsel temelli ve geliştirici yorum yapılır.
- Hakem, yeterli uzmanlığa sahip olmadığı veya zamanında tamamlayamayacağı bir değerlendirmeyi kabul etmez.
