This study examines the impact of disabled human resources of working age on social welfare, focusing on the policies and practices in Türkiye, the USA, and Japan. The research highlights the challenges faced by disabled individuals in accessing education, employment, and social integration, and evaluates the effectiveness of current policies in these countries. By comparing the approaches of these nations, the study identifies gaps and proposes recommendations to enhance social inclusion and economic participation for disabled individuals. The findings emphasize the need for comprehensive policies that address both structural barriers and societal attitudes toward disability.
